The shopping centre car park opposite Aldi off the A53 would be my choice as it avoids walking up any steep hills. It is about 300 yards away through the precinct. Hope that was helpful.

As far as I'm aware, it runs constantly. Cold weather shouldn't stop it, as it comes up warm! You'd need to contact Buxton Council.
