There are walkways to the fort and flagpole area. I'm sure inside the fort is accessible especially in New York State. I know it was a good distance from car parking to cemetery. As another suggested I would call when fort opens up again next year. Depending on difficulty in walking distances I would not visit grounds when fort is not open.
