Thousands of Pennsylvania voters who submitted potentially defective mail-in ballots can cast provisional ballots on election day.

WASHINGTON—The Supreme Court denied the Republican National Committee’s emergency request to block Pennsylvania authorities from counting provisional ballots cast on Election Day by voters whose mail-in ballots were invalidated because of such errors as assembling the return envelope incorrectly.
