An NLRB administrative law judge has ordered Starbucks to reopen two locations it closed in Ithaca, New York, after workers formed a union.

A labor judge ruled that the Seattle-based coffee giant illegally shut down the locations last year in order to “chill unionism.”

In 2022, three Starbucks locations in Ithaca voted to unionize. A year later, the coffee chain closed all the stores.

Michael Conway will be retiring at the end of November, according to a Monday filing. His position won’t be filled.
