The U.S. maritime industry says that the proposed fees would cost jobs and raise consumer prices. Democrats and some unions say it will help reshore shipbuilding.

"Delays in shipments due to fewer port calls and higher shipping costs will force businesses like ours to either carry excess inventory or face stock shortages," Perry Ellis president Oscar Feldenkreis said.
