A central part of Gov. Jeff Landry’s plan to revamp the state’s tax laws is struggling to gain the votes needed to pass, and some lawmakers have said the bill that would expand the sales tax to services and labor is dead in its current form.

BATON ROUGE — Key provisions of Louisiana Gov. Jeff Landry's plan to cut personal income and corporate taxes passed the state House of Representatives on Tuesday. The House voted 87-12 to shift individual income tax rates to a flat 3% and 83-14 to eliminate the corporate franchise tax.

It’s kind of like a tax swap–if you want to call it that, although it’s not exactly an even one,” Barry Erwin, president and CEO of the Council for a Better Louisiana said.

If approved by the full House and Senate, the plan would eliminate the current tax brackets and move the state closer to eliminating the income tax.

The Louisiana House passed a number of bills Tuesday that are part of Gov. Jeff Landry’s tax reform session. The foundational legislation, HB 1 lowers the personal income tax rate to a flat 3%.
