A Republican proposal to add five Republican congressional seats in Texas imperils Democrats’ midterm prospects.

California Gov. Gavin Newsom announced Friday that the Golden State will move forward with a special election in early November to place its own redistricting plan on a ballot measure before voters.

Texas House Democrats who have left the state to block a vote on redistricting were hosted by California leaders on Friday.
