So... the greatest threat looks to be heavy rain across parts of Florida & the Gulf Coast as well as a heightened rip current risk for the west coast of Florida & Panhandle & points west. If the disturbance trends more west, there will be an increased concern for impacts on water-logged Texas.
Multiple factors both in the atmosphere and ocean determine whether a tropical storm or hurricane will gain strength, hold steady or weaken throughout its journey.
