Spain has consistently sought to give the EU and NATO a stronger Mediterranean focus. And its efforts have yielded concrete results. The EU's Barcelona process and NATO's Mediterranean Dialogue both acknowledge the need for Europe to look not only eastwards, but also to its neighbours in the South.
